all SCN's downloads were migrated to sap.store.com.

However BR tools seems are not available on the store.

You may refer to following page with list of all the available downloads and mapping from old SCN downloads:

http://sdnweb.sdn.sap.com/sapbackoffice/public/SAPStoreSolutions.aspx

I think you shall be able to download it from SMP. I found following SAP Note describing how to download it:
